To me it would be anywhere that dressing appropriately for the weather, scraping snow/ice off the car and driving appropriately for conditions adds more than 30 minutes to my commute.
For me, the only place in America that's too cold is Alaska. Even in the summer, it peaks out around in the 60's, which means I could never wear shorts and feel comfortable. The rest of the nation is fine.
I would also like to ask you, where does it become too hot? For me, I would say Florida and the Phoenix and Vegas metros. And the rest of the nation is fine.
Everywhere in the eastern US is susceptible to arctic cold, except the bottom half of Florida. Just look at the record lows of the areas. Single digits F on the Gulf Coast.
Only the west coast, protected by the mountains is safe.

Well, putting on a jacket and a hat takes approximately 35 seconds, and scraping never more than a couple minutes (unless you have a garage, like most people, and then you don't have to scrape at all), so you must be talking about any area where it snows and adds 27 or so minutes to your commute? How often? If this happens twice a year, that makes a place too cold?
No, this forum has become a conglomerate of wimps. There are plenty of people who can stand the cold and even enjoy it. I lived 8 years in Fairbanks Alaska now I'm in Ohio and it feel tropical.
Alaska, Ohio, Michigan, and Massachusetts. The absolute WORST.
Really? Because the coldest states (outside non-coastal AK) are in the Plains, not the northeast or eastern Midwest.
