Few places in the lower 48 get too cold for me, although Tower and Embarass, MN would be pushing it as those spots have gotten as cold as -70F before.

Above Baltimore is generally too cold with exceptions on coastal areas. Anywhere where the snow doesn't melt within a day or so but sticks around and gets gross.

I don't love extremely cold weather, but I can tolerate it much easier than hot weather. The problem is, a lot of the places in the lower 48 that have cold winters also have fairly hot summers. If I'm going to deal with an especially cold winter, I at least want a nice summer (no warmer than 65-70). Anchorage would probably work, for example. (Although Juneau would be better)

Considering that, Barrow, Alaska would definitely be too cold for me.

You mean zone 9 where cars never rust regardless of age Here in zone 4, I've seen cars with rust issues that are less than 10 years old.
