Suburbs (chose 10 random ones I know have highrises: 72
Downstate (chose 9 random downstate cities: 91
Illinois quick total: 1,370
For Texas I chose Houston, Dallas, Fort Worth, San Antonio, Corpus Cristi, Austin, Waco and Galveston and came up with 1,056.
So it would depend on if there are another 314 highrises in Texas. Not sure if there would be, as the two cities of Dallas/Fort Worth together have less than that amount.
I dug through a few more Chicago suburbs and came up with 70 additional highrises, for a total of 1,440 in Illinois.
For Texas I added Arlington, Irving, El Paso, Odessa, Amarillo, etc. and came up with an additional 59 for a total of 1,118.
I'd say Illinois is out on top. I don't know where another 322 highrises would be in Texas. That would be over three more San Antonio's of highrises.

Did you also include the suburbs of Houston & Dallas? There are high rises all over the place in cities like Irving, Plano, Richardson, Arlington, The Woodlands, etc.

I did Arlington, Irving, Denton, Plano and a few other burbs, and then Dallas, Houston San Antonio, Austin, El Paso, Padre, etc. etc. I didn't include Woodlands with 7, and I'm sure I missed other suburbs for sure, but I don't see how there are over 300 highrises sitting out in those other suburbs.
There's well over 1000 alone in the city of Chicago (more than DFW metro, Austin, SA, and Metro Houston combined, I believe) and there's several hundred more throughout Chicagoland in Illinois like Oak Brook, Schaumburg, Rosemont, Evanston, Lombard, etc. With Temple and Tyler, there's like two or three tops and if you add them, you have to think about places like Springfield, Rockford, and Peoria in Illinois. I'd be shocked if Texas has more.

did a search on emporis and found 578 hi rises above 50 M in Houston
found another 21 in The Woodlands, 30 in Galveston, 10 in Sugarland, 15 in Katy and there are other burbs with more.
So That is at least 654 for Houston (actual is probably more like 1000)
In Dallas I found 271 over 50M (which I think is kinda low actual for the metro should be about 1000)
Found 59 in Fort Worth
158 in San Antonio
229 for Austin (kinda odd that Austin would have more than Dallas so the numbers are certainly off.
anyway those 5 cities add up to 1371.
and that is without counting all these other cities.
I would say New York. NYC alone just has thousands of high rises, as well as many more on Long Island, upstate New York even has some in Albany, Plattsburgh, Rochester, Syracuse and Buffalo. California and Florida probably come next.
