Save for NYC and San Francisco, I dare say that all of America is way too auto-dependent. That said, one does see a sweeping movement across the country to focus less on sprawling development and more on the central cities and infill development. It won't happen overnight but change is in the air.

If you're talking about cities proper, then add DC, Boston, Chicago, and Philly to your list. Completely fine without a car.

Portland to a decent extent as well, especially since it's not just a matter of transit, but nice lively neighborhoods that you're actually willing to walk and bike in.

Most of the larger major cities are headed in this direction at a steady pace. The only ones I can think of that are somewhat out of the loop are Phoenix (for a city/metro of its size, it's not particularly ambitious), Detroit (even worse), Tampa (really limited), San Antonio, and Orlando.

Really though, in a comparison of similarly sized metros in other developed countries, probably only NYC, DC, and Chicago compare favorably though even then, DC and Chicago would be middle of the pack rather than leaders since cities like Madrid, Barcelona, and Berlin are better in many ways. Boston, Philly, and SF are doable without a car, but their metro systems aren't so great compared to their peer cities in Europe and East Asia.
