That is a fairly good representation. Could you update the map based on 2010 Census data?
However, my criteria is generally based on economies of scale. Rural counties that have a high population density are generally very economically decentralized. This basically means that no town within the county emerged as an economic stalwart to grow in size to micropolitan status. Rural areas with high population density can only fall into two camps: 1) resort/retiree/recreation areas with higher desirability. 2) Rural areas that are very decentralized that have very low economic growth, low educational attainment, and higher poverty rates. With the exception of Vermont, the states with less than 80% of the total state population residing in metropolitan or micropolitan counties fit more along with lines with number two.
