I could be wrong.

I am Black and don't know anybody who lives there.

And no, I don't think the question is racist or offensive either, just odd because we tend to think of anywhere that's not Detroit, New Orleans, or Washington D.C. type places with majority Black populations as being "White" cities, which is about 95% of America.
Odd is definitely the key word here. I still don't get the Rochester references either.

Personally, I recommend ANY city in Orange County California. It fits most of your criteria to a tee. Happy searching!
It's nice to see some level-headedness haha. I'm not really one for "Which city is the ____ Capitol?" threads, but it's funny when you see threads for other races which go fine, but then when it's a white one people say "white? What are you effing racist or something?!" and then pick on the criteria to make the OP sound like a hill billy haha.

In terms of the OP, I'd agree with the general consensus on here so far of upper New England and Portland, but would also add in Minneapolis.

Well, you get the idea...
Great snaps! However there's a black dude in one of those pictures playing chess. Therefore Portsmouth = Disqualified haha.

Then why open a thread looking for the Capitol [sic] of White America?

I'm a middle class white male who has managed to do OK for himself. As far as I'm concerned, the "Capital of White America" is pretty much everywhere. 96 of the 100 US senators are white. 46 of the 50 governors are white. 481 of the the CEOs of the Fortune 500 are white. I have lived in small towns, big cities and places in between and as a white guy, and it's all been good. I don't see that changing any time real soon.

If the OP is looking for a place where he and his partner can live comfortably as an interracial couple - I get it. I am not naive enough to think that all cities and towns would be equally welcoming. If the OP is seeking such a place, however, then I think he should post a thread worded that way. But to open thread seeking to learn the "Capitol [sic] of White America" and include comments such as "i would expect said cities to be clean" smacks of trolling to me.

I really have no idea what the racial makeup is in most major U.S. cities, but since you mentioned Salt Lake City, I'll just mention that it's about 2.73% Black.

Odd question. Seattle has a substantial Asian population so I would not qualify it. Maybe Provo? I don't know. Why would these qualifications even make it the capital of white America?

According to this page - the cities you want to look at are Brownsville, TX - Boise, ID - and Burlington, VT.
