I haven't tried this with mackerel, but am very familiar with it for not only salmon, but also tuna. I grew up eating these in California, although both of my grandmothers had lived part of their lives in the South. One or both was probably the source for the tradition. But it is definitely not exclusive to the South, because a friend of mine from Western Massachusetts also ate these growing up, and her parents never lived anywhere near the South. Mostly, I think it's probably one of those depression era foods (cheap protein, stretched by intermixing grain) that remained popular in more rural areas.

Here in the east i've always referred to them as fish cakes, plenty of recipes on the net whether you search under cakes or patties.
I usually add some mashed potato to the mix.and just about any fish will do even shrimp ..
