Hello,

I've been struggling to find data regarding 10 year (2000-2010) and 20 year (1990-2010) population migration by state.

Is there any source somewhere that has the data? I even looked at U.S. Census. IRS charges them for the data but I'm looking somewhere for free.

If you do a Google search:

state migration

the first search result is an excel table of 2010 census data called: Table 1: State-To-State Migration Flows

I've actually got that one already, it is just only for one year ago residence. That might help using that and the 1990 migration.
