Hmmmm, I've visited many of the US states, lived in twelve of them, and visited every REGION of the states, so I have a pretty good idea of where I'd love to live, where I'd be OK, and where I really wouldn't care to live.
The main thing to me is the weather. I wouldn't really want to live in an area that got a lot of snow or six months of coldish weather, or lots of rain. I'm southern born and bred, and LOVE southern weather - even the heat.
Another important thing to me is the local economy. I wouldn't want to live in a high cost of living area or an area that was predominately urban or very congested.
Friendliness is important to me, but one thing I've realized in all my travels is that most people in most places are friendly enough.
I also agree with the above poster who asked why on earth someone would rule out ALL of a state automatically but be perfectly fine with an adjoining state (weather and culture being roughly the same). I mean, if Kentucky is fine to you, why isn't West Virginia or Tennessee? I don't get that.
Anyway, I would LOVE to live in any of the following states:
Texas (hey, wait - I already live here!)
Louisiana (south Louisiana - north Louisiana doesn't appeal to me as much)
Arkansas (mountain area - it's BEAUTIFUL!)
North Carolina (mountains)
Virginia (actually this is my favorite state and I'd live ANYWHERE!)
Tennessee (mountain area, not the delta)
I like the following states and could get excited about living in any of them if the need arose:
Ohio
Maryland
Kentucky
Georgia
Colorado
Washington
Oregon
Pennsylvania
West Virginia
As for the rest - I can be happy just about anywhere, but I'd have to work up some excitement. Not saying I couldn't love them, but it would have to be a CULTIVATED love.
I think the only states that I would prefer not to live in are Indiana, Ohio, Illinois, Wisconsin, Minnesota, Michigan, Georgia, Alabama, North/South Carolina, Nevada, Arizona, New Jersey, Connecticut, Delaware.
If I had to move away from where I am, I'd start looking in New Mexico or Idaho.
You are originially from Wisconsin, though Why do you dislike the Upper Midwest when it is much better in so many categories compared to the vast majority of Texas?

My checklist on where I could live:
- many non-chain dining options across multiple cuisines
- supports significant number of small businesses and innovation
- skews younger attitudinally
- interesting arts/music/museum scene
- influenced by major university
- higher percentage of followers of professional sports than college (eliminates most SEC country)
- ideally hosts an MLB team, preferably w/o DH
- I like four seasons and interesting topography. I'd probably love Chicago, Milwaukee and Minneapolis a whole lot more if they weren't flat.
I've lived throughout coastal New England/NY and as far south as NoVa. I've been to 30+ states and most major cities.
I'd classify myself as a social libertarian/fiscal conservative. I currently live in Pittsburgh, but I'd be very uncomfortable an hour in any direction thereof.
