The storm water capabilities in CC are too small for even a modest sized chain grocery store to locate there (like a Kroger). This sounds like Casey County to a tee. There are counties in Eastern Kentucky that feel even more stuck in time than Casey County!

NYC and Northeast region (and anyone in Chic who does the mass transit nonsense)...a Luddite train/cab/walking culture w/little in way of new wealth creation/productivity/innovation in past 25yrs and incredibly low std of living for even the affluent....kinda like EU
SiliconValley, DFW, Hou, BevHills and Redmond/Medina are world's highest-tech regions, where many of highest paid work from anywhere/anytime on their PCs; drive from suburban home to nearby suburban office whenever; and don't wear silly ties to office in some Luddite tower in some slummy ole downtown which largely exists for poors/tourists/nostalgia, ala Lond/Paris or NYC or SF

Many non-urban parts of the Midwest in general. A good part of SW Indiana is still stuck in the past from my experiences.

A lot of small towns I stopped in along 95 in South Carolina looked like they've never seen modern architecture.

I don't think Detroit, Mansfield Oh, or any other dieing town is stuck in time, they were once thriving towns or cities, that are nothing like they were 40 years ago. Now I live near Spokane Washington and it is stuck in time. Spokane doesnt look like it has has a new building built since 1974. Fun place to go see a show and walk around downtown.
