Probably many, if not most. It will depend on where you live within a city though.

Done Davis, CA, San Francisco, and Seattle, although I did use the occasional rental from Enterprise or ZipCars in Seattle. Sacramento would be a bit painful, but Midtown/Downtown would definitely be doable.

San Francisco, Boston, Philadelphia. There are even some areas in Los Angeles where one can manage to live without a car.

DC is actually more convenient without a car. Street parking can be hard to find in a lot of places. Or you have to park in a garage, which is expensive and limiting.

None. It's not just a matter of public transport, it's also city infrastructure, climate, even attitudes.
One can live without a car here in SF, but I wouldn't call what we have a "great public transit". It's barely adequate. One can also manage without a car in a few places across the country, but I can't imagine carrying groceries home in winter in Boston or DC being that pleasant. Doing it day in and day out would be hard.
