San Francisco and San Diego definitely belong on this list.
CA probably has the best climate for the homeless. Doesn't rain too much and not at all for months. Not too hot, cold, or humid. I've heard some places put the homeless on buses to CA.
Yeah, seems like SF should be on this list. Granted, the article says it's for MSAs, so maybe the rest of the SF MSA has relatively low homelessness.
SF proper estimate of 6455 in 2011. Population of 812k (which is obviously higher than it was in 2011, so this is a low estimate). Or, roughly 79 homeless people per 10,000 residents.
The figures for LA proper are: 23,359 in 2011, current population of 3.819 million (same underestimate as above) = ~61 per 10,000 residents. I'm not sure why they'd have to indicate the LA figure includes Long Beach and Santa Ana since the MSA covers those cities anyway.
Would be interesting to see the actual raw data instead of this compilation, since their presentation doesn't come across as very convincing.
how do they know they haven't counted the same person two or three times?

They actually have a pretty methodical system to count the homeless. There was a big count in New York City a few years ago, and someone wrote a pretty funny article about their experience as part of the count.
I'm surprised Miami and D.C. aren't in the top 10.
Yes, DC sort of surprised me, and I don't know why it should have. I work in NYC, and often walking to work on winter morning pass the homeless still asleep on the widewalk by their grates and heat sources, all rolled up in blankets.
Last time I visited DC was a few years ago on a Thanksgiving weekend. My daughter and I stayed at a hotel that was a good walk from the Mall, so we'd gone to a number of museums and then had dinner. Walking back, I saw the homeless setting up for the night under the porticos of the big federal buildings, which would obviously be closed for the rest of the weekend. Huge stone buildings, soaring architecture--and ragged men with their belongings in plastic bags finding a place to sleep in their shelter when all the government workers and visitors were gone. It was an American moment.
From the outside looking in I would say the PNW since they get so much steady percipitation. Not saying that being homeless is comfortable but I couldn't imagine being homeless in steady rain for most of the year.

How Portland, Or didn't make this list is beyond me. For a smaller big city it has alot more homelessness than places like Springfield, Mass.
San Jose beats San Francisco? Seriously? I have a hard time believing that...and the fact that S.F. has a notorious homelessness problem that's in my face ever single time I'm there and yet it isn't on the list at all.
So do I, and I live in the area. Maybe it's just more noticeable in SF to me.
i actually saw a trend in this list up until i saw springfield, MA on the list hmmmmmm so now im really wondering why nyc didn't make it. you cant sit on a train without a homeless person coming inside playing music for money, singing for money or a homeless women with a baby begging for money.
