I spent 10 years looking for the same stuff you are and ended up in the Highlands. Asheville was close, but a little too young for me, and I found a car was necessary for a few reasons. As an artist musician, Louisville / Highlands is the coolest place Ive ever lived.

Bloomington Indiana is nice, too.

In fact, dont discount any rust belt towns--low COL factor and they all have some degree of vibrant, accesable fly-under-the-radar art scenes and stuff that appeals to younger, culturally minded individuals.
Very true and many have a college town feel to them in parts of those cities/areas.
