YES YES YES!!!!!!!!!!! I agree with that 100 fold.

I had to commute for a month between Santa Fe and Albuquerque. The speed limit on I-25 is 75mph. So ummm wouldn't logic tell you that if you can't drive at least the speed limit then perhaps maybe you should move over to the right and let the train of 7 cars behind you pass? Ughhhh! Huge pet peeve of mine.

I will occassionally signal in this way to an 18 wheel truck wanting to change lanes in front of me if traffic is tight. The reasoning was that it's supposed to be more difficult for the big trucks to see you if you are somewhat close behind them.
It used to be a fairly common courtesy although I don't think it's done very much any more. Never for cars though.

If you're going slower than the rest of the traffic, definitely stay to the right. Generally speaking, stay to the right, except to pass. You can't go wrong doing so.

However, if someone is in the left hand lane and they are going slower than the flow of traffic/speed limit, you can pass them on the right. It's them who are being rude by impeding the flow of traffic - you're not being rude to get around them.

That's my opinion, anyway. Slower drivers should stay out of the left lane - major pet peeve of many drivers, myself included!
