They might be calling themselves International due to the Canadian flights, , they also have flights to some Caribbean destinations.
Guess in their minds it qualifies for international status..
Last I checked, Canada and most of the Caribbean are by definition international destinations in that one would need a passport..??? Here's a list of airports, in theory any with the moniker of "international" would qualify.
Harlingen, Brownsville, Del Rio, Laredo, Lubbock in Texas, but only to Mexico.
Alexandria, Louisiana, calls itself international.
Gander, Newfoundland, pop <10,000, flights to the UK.
Nome Alaska had flights direct to Russia for a while.
Here is a list of all airports in the USA. If you use Ctl-F and find /international/ you can click down through the list and highlight all that are designated as International airports.
International airports do not necessarily have scheduled international flights. They might just have international facilities and customs officers on duty to handle private or charter flights to/from foreign airports.
I think maybe Williston ND might be the smallest metro area on the list.

Burlington Vermont has no international flights currently. They do not have flights to Canada OR the Caribbean. The airline simply uses the word "international" in its name for marketing purposes in hopes to attract international flights in the future. Many small airports do this, but do not in fact have international service. There is no rules requiring the name "international" to be used only at airports with actual international service.
Hence you can't trust the airports name to know if they have international service or even customs and border protection.
