VA and WV already split up once before. I don't seem ever merging.
They were split by the Federal government, not by the wish of West Virginians, who were quite content to be Virginians. The Wheeling government had little support in West Virginia, even Gov. Pierpont in a letter to Lincoln in 1862 said the creation of the state was a war effort--"The Union men of West Va were not originally for the Union because of the new state-but the sentiment for the two have become identified. If one is stricken down I don't know what is [to] become of the other." There was little support in West Virginia for the Wheeling government that created the state.
North Dakota and South Dakota should become Dakota, West Virginia and Virginia should become Virginia North, and North Carolina and South Carolina should become Carolina.

For historical reason, US has the 50 states it has done, but in reality, do they each have to be its own "state"?
For example, Rhode Island merging to Connecticut probably makes sense, since the state is near bankrupt and merging will save tax payers a lot of money. CT itself is small enough. Probably the whole thing can merge with MA.
Delaware to become a part of Maryland doesn't seem a bad idea either, does it?
Vermont and New Hampshire?
Virginia and West Virginia?
Have there been such proposals?

While you're at it, perhaps you could convince the federal government to break Texas up into two or three states. It's too big. It doesn't make sense for it to take a whole day to drive across one state.
Illinois would be Iowa without Chicagoland. Only a lot poorer than Iowa.
