I'm in Buffalo, and we get a TON of Ontario plates. I would say you see that one the most, but we also see a lot of Pennsylvania, Jersey, Connecticut, Ohio etc as well. Not uncommon to see a lot of Florida, Cali and Texas plates either. In the apartment complex I live in, there are a lot of Texas plates.

I forgot Texas. Maryland has many Texas plates.

I'm in the Oklahoma City metro, and Texas and California plates seem to dominate here.

I didn't even mention nyc. When somebody else said they saw a lot of Vermont plates, I said so do I.

In Raleigh I see mostly NY, NJ, VA, WV, CA and FL
In Miami Beach, I see mostly NY, NJ, Ontario, Quebec and D.C.

If you consider Rochester western NY, I wouldn't consider that accurate. By far, PA is the most common. Then you have some NJ, Conn, Ontario, MA. You see Ohio plates but not nearly as much as the New England states, PA and Ontario.

If I was the county clerk, and I'm just saying this based on observation, I'd take a ride through the apartment complexes at night, make note of all of the people with out of state plates that are living here but didn't re-register their car here and monetarily penalize them (cost of registering plus a penalty). They could make a bundle based on what I've seen. The cost would be pretty cheap to do, too, since they could just take their list to the rental offices in the daytime and find out how long those people have been living here.
