Looking for a retirement community similar to The Villages in Florida but not as big and with cheaper homes - perhaps manufactured homes where golf carts are general mode of transportation to stores and within community
States interested are Florida and South Carolina
Proximity to beaches would be nice but not mandatory

You might check out Barefoot Bay in southern Brevard County (FL) near Sebastian.

Peachtree City GA just outside Atlanta is not a "retirement city" per se and not near a beach, but nonetheless is the undisputed "Golf Cart Capital of the World." It's a primary mode of transit there.

Maybe try Myrtle beach area of SC. Not any affordable ones in Charleston area near beaches.
