I don't know if that's the case in every state, but NJDOT told me that they could only display main city on neighbor state (Such as in NJ, you could only display NYC and not Boston because MA is not bordering NJ).

That may be true. The Turnpike Authority has signs that direct southbound travelers to "Pa-Del-Md" and of course Maryland isn't a neighboring state.

Fort Wayne, Indiana along I-69 has a sign that says "Fort Wayne Next 8 Interchanges"

Inside Indiana, I-70, I-74, I-65, and I-69 all have Indianapolis if you are headed toward Indianapolis.

From Indianapolis:
I-70 EB - Dayton, OH
I-70 WB - St. Louis

I-69 NB - Fort Wayne (From Fort Wayne it's Lansing, MI)

I-65 NB - Chicago
I-65 SB - Louisville

I-74 EB - Cincinnati
I-74 WB - Peoria, IL

Elsewhere in Indiana
I-80/I-90 EB - just simply Ohio
I-80/I-90 WB - Chicago

I-64 EB - Louisville
I-64 WB - St. Louis

I-69 SB from north of Fort Wayne says Fort Wayne, from Fort Wayne south it says Indianapolis

Same here in San Antonio. I can be in the middle of San Antonio (city limit and urbanized area) and see a sign that says San Antonio 15 miles!

Moving from Washington, PA down:

I-70 East (Wheeling)
I-79 South (Morgantown) There's a smaller sign to Waynesburg.
I-79 North (Pittsburgh)

At the I-70/79 interchange I-70 West (New Stanton)

Morgantown, WV:

I-79 North (Washington)
I-79 South (Fairmont)

Clarksburg, WV

I-79 North (Fairmont)
I-79 South (Charleston)

Pittsburgh is only featured on one interstate sign in West Virginia and is not as a control city. It's on I-79 north and it is a mileage sign indicating that Pittsburgh is 70 miles away. I believe there may be a Pittsburgh mileage sign east of Wheeling but I'm pretty sure Washington, PA is listed.

Weirton lists Pittsburgh as a control city but it's on a US 22 sign.
