Any of the major metros in the South should suit you fine. In this region, Houston will have the edge when it comes to job prospects and ethnic diversity.

Dallas & Houston fit all of your criteria except #8.

Even Atlanta, which many have mentioned has high crime. Any large metropolitan area will, don't let anyone tell you otherwise.

None of these cities however are Chicago, Detroit, New Orleans, or Philly when it comes to crime.

Yup. Any decent sized city worth living in is going to have more crime than average.
