Where is the best placees to rent for $700 a month or under?

Very much agree on Michigan smaller to mid-size towns. Last place in MI I paid $500/month and it was nice and roomy with a detached garage. The electric was always $100 or less...LL paid for the heat, garbage, water but I had to shovel my own driveway. Very safe as far as crime goes.

You could find a 1 bed maybe a two for that rent. For a family to rent something for that amount in Phoenix to fit thier needs, it would be difficult to find at that rent. I would be very cautious if they did find something. Even if you did find something it would so far out. That any savings would be spent on gas. This is a huge area with lots of driving every day.
