Two places that come to mind, based on my drive-through impression, were Erie, Pennsylvania, and Modesto, California. For a smaller town, I think you could shoot in Okeechobee, Florida, without even having to cast any extras. Just up the road, at the motel/truck stop at Yeehaw Junction, Florida, would work, too.

I didn't consider Baltimore, but that is a good place to have a horror movie plot. The Raven was written here by Edgar Allan Poe. Edgar Allan Poe died here, and in addition of rowhouses and urban decay, Baltimore is a very old city, and there probably some old buildings around.
