Like everyone else is saying, I think Alaska may be the state you are looking for, but if it is feasible for you, northern Canada may be a good choice. Not sure if you have to stay in the US.

This post is older than dirt and the OP hasn't been here since 2012, but here's one nobody's mentioned - Leadville, CO. The average high in July and August barely cracks 70 degrees.
