For residents that have to park on the street and look for free parking, most major cities have their bad areas. But overall, I'd say NYC. No worse than anywhere else really, just much larger in scale effecting a large portion of the city.

But if you're a visitor and willing to pay for parking, I can't really think of anywhere that I had too much trouble finding a place to park.
