I'm looking for a city or town that needs to meet all of the fallowing requirements:

-Little to no humidity in the spring and summer.

-Unless there's little to no humidity, the temperature almost never goes above 80. I don't much mind the cold or snow.

-Not very windy.

-Be surrounded by trees or greenery in general.

-Have all of the fallowing amenities within the town : a large bookstore and/or library, a large grocery store or supermarket, and an electronics store or a wallmart type establishment.

-Not be too isolated from larger cities, say above 150,000 people.

-Not very expensive from a cost of living and taxes point of view.

-Be within 70 miles of a good sized lake or reservoir.

Duluth, MN! The weather is only hot for about 2 weeks in August, and though the climate isn't dry, humidity never is bothersome. If you can deal with that, then Duluth tics off everything on your list! Although it is under 150,000 in pop, Mpls & St. Paul are just an easy 2 ish hrs south on I 35. It's a really nice, quirky, fun small city - come and visit!

And actually, Salt Lake City might work for you too. The air pollution there bothers me, though.

I was also thinking Albuquerque, except for the water.

Or maybe some place like like Bozeman Montana.

All the above worth researching and visiting!

I'm not sure about 200 sunny days, but Plattsburgh NY may work. It is a small city of about 20,000 that is across Lake Champlain from Burlington VT and about an hour or so south of Montreal. It is minutes from the Adirondack Mountains, has a community college and a 4 year college(both SUNY), has a free beach for city and town of Plattsburgh residents, is walkable, has an overall cost of living below the national average and is largely safe. 200 days of sunlight is just under 55% of days in a year. I also believe that party cloudy counts as cloudy too.

So, places like Moscow ID, Logan UT and Amherst MA, among others.
