El Paso, TX may very well top the list for percentage of the central city in the overall MSA number: 81%. The 2011 estimate for the city is 665, 568 ranking it as the 19th largest city in the US while the MSA has a population of 820,790 which ranks as the 65th largest MSA in the US.

Same with Corpus Christi. It is 66% of its metro population. The city has 307,953 while the metro population is only 463,577.
I just happen to have a table of data for a combination of the 100 largest cities and the principal cities in the 50 largest metro areas in the country. Looks like the winner is Laredo, TX.
