FAA enforced height restrictions in PHX's case because the airport is so close to downtown. Nothing to be done about it.

Totally different from Phoenix and SJ.

Downtown Austin isn't anywhere NEAR an airport. They just have "view corridors".



Anywhere in the pink areas are places where you cannot build very tall skyscrapers. And if you're building on Congress, you can, but you have to have setbacks at least, like The Austonian.
