If going by population of city when referring to east coast major city, that would have to be Jacksonville. It's the 11th largest US city by population (828,000) and is a pretty relaxing place to live with good weather, nice beaches and not a ton of traffic. If judging by metro area when using the word major, I would say the Tampa/St Petersburg/Clearwater MSA which is 18th largest overall (population 2.8 million). It's fairly spread out, has nice weather typically, some of the world's best beaches and isn't overly congested/traffic clogged for the most part.

Are you talking about the northeast? If not, Charlotte is one. Also, Tampa isn't on the east coast, it's on the gulf coast.

Nah, all of east coast, but I guess I'd exclude Florida since I'd assume that's automatically the most relaxing.
