Savannah, GA kind of looks like a miniture version of San Francisco. The bridge over the Savannah river looks like the Golden Gate Bridge, both have waterfronts, street cars, historical houses and buildings, and good seafood. Culture-wise though, Savannah is classified in the same category as Charleston, SC or New Orleans, because they are in the same region.
and why do people mention Philly? I don't see the similarities at all
Me either... my mother's from Philly, and I grew up in San Francisco - and cannot think of a single similarity!! Everything is different in terms of weather, demographics, scenery, politics (though I guess they're both "liberal-leaning"), and so forth. How are they similar, aside from being larger urban US cities?
Barcelona and Buenos Aires would also be good choices.

In the U.S., Boston is the only city that reminds me of SF (and vice versa).
