I was in elementary school during the 80s during the Cold War. First of all, was this a thing for anyone else that is around my age? "It's a free country" was a ridiculously overused retort to ANYTHING amongst us kids.
Not sure if this was a sign of the times - Cold War, the us vs them attitude, appreciating our freedoms compared to the Soviet Union, etc - OR if it was because I was living in a very Red state. Maybe both?
I grew up in a "blue state", in the outlying Chicago suburbs, and I also was in elementary school at this time, and yes, I do remember that expression being used - don't know if its used as much today.
I went to elementary school in the mid to late 90s and we used it quite a bit as well. I'm not around enough little kids these days to tell if they're still using it though. But I don't hear it around older kids either.

Haha, no Michigan. Sorry that was vague, and yes I realize we have more freedoms than 90% of the countries out there, but still it doesn't take a rocket scientist to see our freedoms are fading fast.
