As in a load of bull? No, I don't know. Maybe Milwaukee is that way (I mean after all, all that beer and cheese makes running or walking difficult), but not every city, and in most cases, I'd say those are (or can be) two of THE MOST pleasant months to be outside. People yearning to come outside after a long winter LOVE April's mildness, and people sick of summer's swealtering heat and humidity love September and October and the changing of the leaves. I know I do!
