I think New Orleans would be the place to experience an urban environment on a low salary. You can always find carriage houses or shotguns to rent for cheap, there are great restaurants for very cheap, and a lot of times you can get into a jazz/blues club for just the price of a beer or two. There are so many free festivals and just walking around is interesting.

Up north, I think Detroit is probably a diamond in the rough, but you'd have to do a little research to avoid crime ridden areas, etc... Cleveland and Cincy are all probably good bets. Parts of Pittsburgh have cheap rents as well. On the East Coast, Baltimore has some good bargains and you can get by there cheaply, with attractions galore everywhere you look.

Others mentioned Austin, no way, it is way too pricey. If you want Texas then Houston is the place to go for cheap housing and it has every amenity a big city has.
