I'm going to be biased and pick Washington for best state wine. It's not overrated like the ones in California (Sonoma Valley, Napa) and they have a great selection and wineries. which is your favorite region and state for wine?
That's crazy! We might as well say South Korea makes better cars than Germany!
With that said, Provence, France, is the best region for wine. There's a no contest in the United States when it comes to wine. California has a near monopoly.

One of the best wines I've ever had came from southern Arizona. That region is the highlands so it gets more moisture, and the soil and climate is nice for full bodied reds. They're new so I expect to see more of them in the future. I couldn't tell you how surprising it was to be driving down there, stop by a place, and see a plaque commemorating their wine being served at the White House for a dignitary function... the place only had 50 acres and was 20 years old!
I personally like the WA wines more than the California ones, with some exceptions, like Sangiovese wines ... just don't have the climate for that in WA. I found the whites from CA too buttery almost universally, a few were just like taking a stick of butter and eating it, sorta gross.
It's pretty hard to pick against California in this category.
The state is the 4th largest producer of wine in the world (behind France, Italy, and Spain) and accounts for 90% of the total wine production in the United States. Many of the wines produced here give the French a run for their money.

i understand that. you should have made this post 'with the exception of california'. since you didn't, and since i did not want to choose california, i decided to go with provence, france, even if it's not in the united states. the obvious #2 and #3 are the other two west coast states, oregon and washington, though, in no particular order.
there are way too many varieties of wine in sonoma, napa valley, and temecula alone to even choose another state as having better wine to me. but again, choosing california would be the cop out.
Washington State is the second largest wine producer in the USA with 693 wineries even downtown Seattle has 34 wineries producing wine. Personally I love Washington Wines but I'm from Seattle.
