I can't help but laugh when I hear people use the word "scary" to refer to neighborhoods that are inhabited by human beings, most of whom wish to do you no harm. If they do...have gun-will travel, folks.
As for the topic at hand, I'd say that the northern cities easily have the most dilapidated looking ghettos. New Orleans, Memphis, and Miami are the grittiest cities in the south, and they don't look as bad as Camden.
Not gonna lie, personally I didn't see too much wrong with any of those links apart from one abandoned house with overgrown grass but the rest was nice and well kept. Those Detroit blocks were completely abandoned and almost every house was burned down.
I think I'm too city-minded because these don't look all that bad to me. The Camden one definitely seemed bad though.
