I guess Philly is as close as it gets, but its really unique in so many ways beyond just the language. To have a big park on a hill above the CBD, that is almost like Hong Kong, but nowhere else I know of. The uses of islands in the river next to a city, very unique. The freeways around the city have North American vehicles, but just look different to me. The extensiveness of the subway is maybe reminiscent of New York, but otherwise seems unique. And Vieux Montreal is one of a kind, small indeed but one of a kind.
Add in the very unique lifestyle, the almost amazing ability to look past such a horrendous winter and not exactly comfortable summer weather either, plus all the beautiful people and amazing food there...and frankly I think the OP would be very hard pressed to find a true alternative.
In terms of the closest US counterparts, it's a mix of Boston and Brooklyn.
