Seems like your looking for a college town, and just about any college town will fit your needs: Madison, Santa Barbara, Columbus. Besides your criteria for crime Chicago may also interest you.

Tacoma Washington!! Growing art scene, Lowering Crime, Young Smart People and very cheap. Tacoma in the 80's and 90's had a terrible reputation (Tacompton was the nickname) but the downtown was redone and is a great area to live

Corvallis Oregon/Eugene Oregon - Green, Oregon State University and University of Oregon, Art Scene, A little expensive but reasonable.
