Saratoga or Ithaca. Both great towns, super walkable, great transit, atmosphere, great colleges and scenery.

Saratoga Springs, the area around Lake George (cheesy, but fun), and despite its somewhat bland suburbia feel, my wife's hometown of Clifton Park. I absolutely love some of the neighborhoods in there.

Niagara Falls and Lake Placid. Both beautiful. Niagara Falls is especially nice because Toronto is close.

Or is Niagara Falls considered to be western New York and not upstate?

Albany, kind of like a mini-NYC.

Western NY is just a sub region within the general Upstate NY region.

Old Forge, because if I was there it meant I was on vacation. Clinton was where I grew up, and it is a pretty nice place. In general I think the small towns in upstate NY are better than the cities.

I think the cities in Upstate NY are viewed in a negative way so much that people don't get to know them. All of them have their good and bad parts, like all cities in the US.
