The upper northwest (i.e. Tenleytown, Chevy Chase, Spring Valley): Sleepy, so I'd call that neutral.
Georgetown: More positive than negative, even if I don't care for the people.
The National Mall: I want to say negative, but one look at the brilliant architecture of the Capitol Building, the Library of Congress or the White House makes me happy, so positive.
Chinatown: I don't get negative vibes per say, but it tries too hard.
Capitol Hill (along PA Ave): Turning positive.
Barracks Row: Positive.
Eastern Market: Positive. I don't go down there enough.
Southwest: Negative. What a depressing waste. It's a shame that there was once a neighborhood there.
Adams Morgan: Positive until about two a.m. on a Friday.
Dupont Circle: Positive
Shaw: Positive - there are sketchy places, but this is the area with energy in the city.
Columbia Heights - things get block-to-block up there, but I love the immigrant flair to the area when you get away from the bright metro station area.
Petworth and up: It's getting better, but mostly negative.
H St NE: The area right by Union Station is negative, but once you get to the bar area, it's pretty positive.
Brookland/Edgewood/Other areas of the NE: Negative. There just isn't a lot to do and it looks generally depressed.
Anacostia: By reputation, depressed, though I plead ignorance.
