See the other replies here. Who wants to be basically locked in for 3+ months a year? Atleast in winter you can heat up via exercise, adding layers of clothes etc. With heat and humidity there is NO escaping it even nude if it were allowed. Unless you are swimming all day everyday there is very little appeal for it.
