Atlanta has lots of transplants in the city and in the suburbs. The city as a whole isn't too bad about accepting transplants other than the occasional redneck who preaches the south is being overrun by yankees.

In Charleston, the Mt. Pleasant area generally has more transplants than everywhere else, but there are transplants all over the metro area now.

Cleveland probably Lakewood, Shaker Heights, and University Circle. To a lesser extent, Tremont and Ohio City, but I get the sense that those places are mostly suburbanites migrating inward.
