I was heavily considering the Seattle area earlier on, but now I realize that I can't afford it. Here are my requirements:

1. A place that's affordable (meaning that there are decent apartments that go for less than $800/month).
2. For there to be a well developed transit system.
3. For there to be fun stuff like arcades, arenas/stadiums and other fun outdoor/indoor activities.
4. Good dining.
5. I don't care too much about the weather, as long as it doesn't get below 15 degrees, or above 110 degrees.
6. A low to moderate crime rate. I'd like for it to be safe for me to walk around.
7. For it be an actual city that has somewhere between 50,000 to 1,000,000 people.
8. For there to be decent job opportunities.
9. A well developed downtown.
10. For there to be good hospitals there.

How about Portland? Otherwise if that's too pricey, try cities in the South where the temp doesn't get below 15.

If you're looking for some place that never gets below 15 degrees, then that leaves out quite a big chunk of the U.S.

Given all of your criteria one option I can think that would be a good match is Salt Lake City. It's affordable, walkable (downtown core), has plenty of things to do, good restaurants, a very good transit system with light rail, works for your climate match, is pretty safe overall, has a very good economy with low unemployment, good hospitals and desirable apartments under $800 a month in the downtown core neighborhoods.

It's not as expensive as Seattle at least.

Well, would you consider a roommate?

I don't think you will get anything for under $800 and not below 15 degrees.

If weather wasn't a factor, then Michigan, Illinois, Indiana, Ohio, Minnesota, Wisconsin, Iowa, Missouri, North Carolina etc could be options.

Otherwise, I think your options are basically Texas and some parts of Florida. Maybe New Orleans too. Maybe look into New Mexico? Arizona? I don't know the pricing over there though.
