A lot of outsiders probably wouldn't know the difference, but Iowa is a very divided state. The western 1/3rd or so, the climate is slightly drier than the rest of the state, rural to the core, and is overwhelmingly Republican. The eastern 2/3rds of the state range from moderate to liberal politically (Iowa City is very, very blue; DSM is moderate to liberal-leaning) and considerably more urban.

If you split the state using IA Hwy 4 (despite the designation, it's a N/S highway) the western section would be essentially East Nebraska, and the eastern portion would be West Illinois.

I think Downstate New York should become part of New Jersey. This includes New York City, Long Island and any part of New York State south of 42nd parallel north. Downstate New York has more in common with New Jersey than Upstate New York. Then have New Jersey take over Delaware and Eastern Pennsylvania. Eastern Pennsylvania is more similar to New Jersey than the rest of Pennsylvania and Delaware is just an extension of New Jersey.

I would also split California into 3 states:

Shasta-Any part of California north of the San Francisco Bay Area and Sacramento metro area.
North California-San Francisco Bay Area and Sacramento, any part of California north of 35 47′ 28″ north latitude.
South California-Bakersfield, Los Angeles and San Diego, any part of California south of 35 47′ 28″ north latitude.

Give Chicago and the rest of Northern Illinois to Wisconsin, merge the rest of Illinois with Missouri.

Omg...Give NYC to New Jersey!? ARE YOU KIDDING!? Why not just give New Jersey to New York? Keep NYC and NJ in the "new" New York and give upstate New York to New England.
