Beautiful places often have employment issues. There might be lots of good jobs, but too many applicants for each job. Too much competition for each job opening.

People move to beautiful places because they are beautiful and tell themselves they will worry about a job after they get there.

Yet, there have to be places that are beautiful and have a decent supply of jobs. They may be expensive but I don't care. Example: San Diego on the beach. Looking for ideas like that too.

Portland or Seattle fit your criteria except for the rain. You ought to visit anyway; the rain here is different. You might find it tolerable. Go to Columbia Sportswear or a similar store and buy a good waterproof jacket to stay warm; that's what most people here do.

I really like Burlington, VT.
Great hiking in the Green Mountains, NEK (God's Country).
Mt. Mansfield-Camels Hump-Mt. Lincoln

Only drawback, long cold winters (if you aren't into skiing/snowboarding).

I have heard that Portland pours while Seattle sprinkles. Is this true? I imagine I'd like sprinkling more than pouring but how do you experience it?

No, they can be about the same much of the time--they actually get fairly similar weather and total precipitation totals are pretty close. Portland actually seems to get a little warmer in the summer since it's more inland in some ways.

Both are worth checking out, along with somewhere like Bellingham. Bellingham is great for the outdoors, it's a beautiful spot close to Mount Baker and the North Cascades and British Columbia is just an hour or so away.
