This hypothetical is impossible to conceive unless you manipulate the geography of the US.

If you were to leave LA as is, replace Orange County with Chicago, plop the isle of Manhattan and the rest of the boroughs where Long Beach is, and just set DC someplace inland (replace Compton with DC!) then you'd have possibly the greatest city on earth!

(Obviously this city should exist in Southern California to make use of the perfect weather because why not? Imagine NYC and Chicago with perfect weather and amazing beaches! )
