I'd venture to say Miami and Atlanta. After that maybe Dallas or Houston, Chicago, etc

The Atlanta neighborhoods of Buckhead and Brookhaven get used a lot because they resemble neighborhoods that you would find in suburban NYC or Philadelphia. Georgia offers a host of 'Northeastern' looking filming locations along with a more amenable climate for a year round outdoor filming schedule.
Down here on St Simons and on neighboring Sea Island location filming is done during February and March for the series Royal Pains. The show takes place in the Hamptons, but its simply too wintry there to film during this period.

Far and away Toronto is the next busiest after NYC and LA. Toronto's physical appearance from a street perspective has helped considerably for movies/TV shows with a NYC focus seeking more budget friendly shooting options. TV shows Rookie Blue and Saving Hope are based in Toronto, while other recent TV Shows (and past) that filmed a good bit in Toronto include Covert Affairs, Suits, Without a Trace and Criminal Minds.... as well as the recent movies Pacific Rim and Carrie to name a couple.

Toronto has served as a film substitute for NYC for as long as I can remember.

I can see that. But I think those kinds of locations are pretty easy to fabricate. Even the suburbs of New Orleans like Metairie, Kenner, and Slidell could pose for that. It has more to do with the incentives and infrastructure already in place in Atlanta.

I also wanted to mention that Detroit gets a fair amount of casting calls for music videos as they are often filmed around town. But then I'm not sure how much of that falls under "movie acting" per se. Different production circles, I guess, but roughly similar process.
