I'm from Germany and like American friendliness in general.
I've travelled NY, DC, VA, NC, SC, TN, GA, MS, LA and TX (so basically the Old South plus DC and NYC), and I'm a bit surprised Texas has gotten that much votes.
Not that people were especially rude there (except the uber hectic drivers), but in my opinion Georgia and especially Mississippi has the way more firendly population.
Never except for Ireland have I met such a friendly vibe as in Mississippi.
Yeah, I guess I would have to give the nod to Mississippi, due simply to it being the most provincial southern state. Lots of truly kindhearted souls down that way, and they love to cook for you.
Georgia's brand of friendliness came off as forced and insincere. It was pretty nauseating, actually.

As someone who spent a lot of years living in the Deep South, I agree with you about Texas. Don't get me wrong, I LOVE Texas and it's people (I've lived here now for 25 years), but they are more independent minded, generally speaking, than people from the Deep South - or something like that.
In other words, say you're broken down on the side of the road. In Mississippi, about ten people will stop, everyone will be trying to help, and saying, "Bless your heart," over and over again, you won't even be able to help because so many people will be in the way trying to help, and someone may even invite you over for dinner before it's all said and done.
In Texas, someone will definitely stop to help you, but they'll expect you to pitch in and help too, and instead of "Bless your heart," you'll hear, "Damn it, this tire is bald as a scalded cat - didn't your daddy ever teach you to keep your tires in good shape?!" They'll still stay there with you till everything is taken care of, but if you don't pitch in, or seem to have some competence about you, they'll be standing there shaking their head and saying stuff like, "You're lucky to be alive! Now here's what you gotta learn to do - you gotta rotate these tires every ten thousand miles. You gotta spend good money to get good tires. And everyone needs to know how to work a jack. Hell, my ten year old daughter knows how to change a tire on my truck. It's a necessary life skill! Here, let me show you..."

IMO one of the big differences between Texans and other southern states is that if you get a Texan started on Texas and how it compares to someplace else they become pretty annoying pretty quickly. You aren't going to get a 10 minute diatribe about how Louisiana, or Arkansas, or Oklahoma about why it's so great. A lot of it is we know better........................ but part of it is we've been around a lot of Texans.

Well don't get me wrong, I really like Texans and Texas or I wouldn't have lived here for nearly 30 years. But they are different from other southerners. Even when they think they are the same, well, they're not.
I see Georgia won the poll. I think the whole deep South is really friendly. Because Georgia has so many transplants I wonder if other states in the Deep South are actually more friendly. For example a state with few transplants like Mississippi .
