Looking for a city smaller than about 500,000 people, not heavy traffic and bad traffic jams, no northeast states. looking more around the Midwest and a little down south.

Columbia SC...it's about 800,000 In its metro but no bad traffic....close to the mountains and beach and you have lake Murray....if you want to take a short trip to a large city charlotte is less than 90 miles away

Best city to live in that is small with no respect to taxes and COL is San Luis Obispo, CA.

That city rocks any other city for living that I have been too. other cities on the central coast are also cool cities.

If you take into account COA and Taxes, I like Colorado Springs, CO and is where I live.

That's true, but trust me, when I go to the northeast, it feels amazingly congested, even in the more rural areas. Compared to the other regions, that is. Not to say it doesn't have it's charm - I like many things about the Northeast, but I believe that as a region it's the most densely populated. And people from other regions definitely "feel" that larger population when visiting. It can seem stifling at times.
