I would say more like suburban New Jersey in terms of physical characteristics and topography.

Also in terms of government, since it's split up into tons of small cities and townships. Suburban Baltimore, in contrast, doesn't have a single incorporated municipality.

The Baltimore metro has incorporated municipalcities. However, Baltimore County and Howard County are the only two counties that doesn't have any. They are two of the Baltimore area's largest counties. Anne Arundel, Carroll, Harford, Queen Anne's counties all have municipalities in them.

Ann Arundel only has Annapolis and Highland Beach, which is south of Annapolis. Within the Baltimore suburban zone in the north of the county, there are no incorporated municipalities. As for the other counties, I wouldn't really say they are suburbs, but exurbs of Baltimore, given they remain largely rural, and the small cities and incorporated towns that exist are isolated pockets, rather than a solid wall of development.

This is very different from Ohio. Look at this map of Cuyahoga County. All but two of the shown areas are incorporated cities or villages (and one of the two townships only has 120 people living outside an incorporated village). Even Ohio Townships are have local governmental roles which unincorporated county land in a state like Maryland does not.

I see your point. However, I will say that the unincorporated communities around Baltimore function as incorporated towns. For example, Towson has its own CBD shopping, nightlife etc...
