That's what I thought, but I think the OP just wanted to strike those two areas from the list before the discussion even started. I don't think she meant what are the best places after those two areas.

You guys need to rethink the way you are thinking. I've lived in Arizona since late '92 as a gay man (also lived in Chicago, Dallas, Austin), and I can tell you that regardless of the political climate in AZ, AZ has always been pretty gay-friendly/tolerant.

and the portland area, lake oswego and the other side of the river ive only seen gays.

Oakland has a very high lesbian population, possibly the highest in the nation. Columbus, OH has a significant lesbian population.

I'll second Northampton!

For a bigger city, Minneapolis is VERY lesbian-friendly (and was named "Gayest City in the Country" for 2011, and with nearly 13% of the city's population gay or lesbian -- not sure what the breakdown is for lesbians specifically -- you'll have lots of potential dates). Your budget is low for rent (although could perhaps get a studio for around $500, or do the $400 with a roommate), but overall wages might be enough higher that you'll find you can afford to pay more for rent.
