Maybe it's cause I grew up in the state of Arizona, but why is this so common? I find this so bizarre.

You are not stating whats common? Urban lights or lack of them?

In Florida most any area with any semblance of population has overhead lamps every 1/4 mile or so it seems, and all highway intersections/on-off ramps are lit regardless of population density/traffic volume.

A lack of them. I would think many places would have lights.

I know where I grew up in the East Bay, the lack of lights on freeways and interstates is to reduce light pollution in the more suburban areas. It is very pretty with hills, trees, and nature and we value not having lights in the East Bay. Instead, we have reflector bumps so you know which lane you are in. It seems to work without a problem. Now that is a stark difference compared to where I live now, OKC.

I dont think your argument holds up. Why then cities and towns especially those with lots of NIMBYs have a lot of lights on most streets once you get off the highway such as San Francisco or Palo Alto? In other parts of the country outside California I usually have seen pattern of little lit suburbs but interstate highways through them fully lit.

Charlotte and Greensboro do have lights, Raleigh does not.

There is the occasional light on entrances and exits but for example, highway 24 is not lit up very well and I think it is to reduce light pollution especially in the LaMOrinda area. I can't remember if 680 is lit up well but I don't think it is. We had some lights on streets but for the most part in suburban residential areas, we just didn't have street lights. It was just an idea but I am not quite sure why this is the case. I assumed it was because of light pollution.

In Oklahoma City, every highway in the metro is completely lit up. All major streets are lit up. I don't think people care as much out here and value the lights. I am used to darkness at night and having street lights is kind of annoying. SF is way more urban than the east bay. Palo Alto is dense also. LaMOrinda and the rest of the east bay is really suburban. Maybe that might be the reason? Does the North Bay have street lights everywhere?

Colorado Springs has urban interstate lights but many don't work due to being raided for the copper wiring.

Cities out here (east coast) have very few lights on interstates. Just some at on ramp merges once in a while and tower lights at large interchanges.

I think it depends on the area. You go out west and everything is lit up like airport runways. Really not needed.
